The Plumbers and Steamfitters Local 21 Benefits Office was created to manage the benefits for our members and their families. The Benefit Funds are composed of several separate retirement, health and education funds each funded by hourly contributions pursuant to the Local 21 Collective Bargaining Agreements. For each Fund, a jointly sponsored Board of Trustees consisting of an equal number of Union and Employer Trustees serve to provide vision, oversight and governance in order to ensure continuity, financial well-being and sustainability of the Funds into the future. Eligible Local 21 members and their dependents are covered by these benefits. The five separate Funds are:
Plumbers and Steamfitters Local 21 Welfare Fund;
Plumbers and Steamfitters Local 21 Annuity Fund;
Plumbers and Steamfitters Local 21 Pension Fund (Zone 1);
Plumbers and Steamfitters Local 21 Zone 2 Pension Fund; and
Plumbers and Steamfitters Local 21 Education Fund.
ATTENTION: WELFARE FUND TAX FORM 1095-B WILL NOT BE SENT THIS YEAR, AVAILABLE BY REQUEST
Several years ago, the Welfare Fund began sending out tax forms to report Active and Early Retiree member and dependent enrollment in the Empire BCBS health plan. This tax form, called the 1095-B, assisted the IRS in enforcing the mandate that everyone have adequate health insurance.
Effective January 1, 2019, Congress reduced the tax penalty to zero, so individuals will not be penalized for not having health insurance. Because there is no longer a penalty, the IRS has indicated that the Welfare Fund must only provide these forms to individuals that request them.
This means that the Welfare Fund will NOT automatically distribute the 1095-B tax forms this year. In complying with recent IRS regulations, members that need (or would like) the 1095-B tax form may request them by calling the Fund Office at 914-737-7220 ext. 120. You may also submit a request by e-mailing Brendan Foley at firstname.lastname@example.org, or sending a written request to Local 21 Welfare Fund, 1024 McKinley St, Peekskill, NY 10566.
